Yes, they are; but they change the time TM update after boot (1.5min instead of 10 min) as well as the time between updates...

Found the issue: "day time saving" has to be ON and time zone chosen in such a way to get the "right time" with "day time saving" ON

Now the "check for update" time reported by TM matches the PC time.
