why we can't clear the  protection history like other programs ?

I suggest to be enabled to clear it and deleting files from quranteen

Exit TM

Go to C:\Program Files\Trend Micro\UniClient\plugins and delete EventLog in plugins folder.

Go to Local C:\ Program Data\Trend Micro\AMSP and delete "quarantine'

Restart TM

For detailed instructions you can follow the steps below @vajoyox780 .

1. Stop all Trend Micro Components. How to turn ON/OFF Trend Micro Security for Windows - see "Disable Trend Micro Security" section.
2. Go to C:\Program Files\Trend Micro\UniClient\plugins and delete EventLog.db in plugins folder.
3. Start all Trend Micro Components. How to turn ON/OFF Trend Micro Security for Windows - see "Enable Trend Micro Security
