threats unable to be quarantined

Hi @murraydstr,

Can you tell us what threats were detected by Trend Micro. If possible, please send a screen shot of the Security Report so we can view then as well.

I would say you are beyond "disinfection" or "repair".....

Wipe out the SSD and start fresh with a new OS

OP has posted in the Mac section, so a new Windows won't help.
